You are correct in that locust wood is a hard wood. Any of our tenon cutters will work with it. The important thing will be to use the correct type of drill. You should use a 1/2 inch, single speed drill with rpm's of 500 or less, and it should have a pipe handle attachment for better control of the drill when cutting. The drill that we use in our shop is a Milwaukee model 1660-6.
